The Women Choose Initiative is a data-driven voter registration program powered by Civitech. Built to find, register, and mobilize the women who decide America’s closest elections, our work is deeply rooted in the defense of reproductive freedom. The program actively closes registration gaps among eligible female voters and re-engages lapsed voters to drive decisive turnout in critical down-ballot races.

The initiative organizes its strategic operations around four core objectives:

Voter Registration: Securing full civic agency by registering eligible, unregistered women and systematically re-registering lapsed voters.

Reproductive Freedom: Protecting bodily autonomy and healthcare access by helping majorities that defend reproductive rights.

Down-Ballot Representation: Defending pro-equality majorities in specific state and local offices most critical to protecting women’s rights.

Electoral Infrastructure: Build a permanent battleground bloc that drives voter turnout and expands the electorate in key competitive states.

We concentrate our data-driven resources on the female electorate for three primary reasons:

Electoral Influence: Women represent the largest voting bloc in the United States, with the demonstrated power to decide the closest local and national races.

The Registration Gap: While overall voting rates are high, significant registration gaps persist among key demographics and historically lapsed voters.

High-Precision Impact: Concentrating on the exact cohorts of women most directly affected by critical ballot measures allows the program to maintain precise targeting and ensure measurable electoral outcomes.

Reproductive freedom is the single most powerful driver for mobilizing the key voters who decide close elections. Maintaining a laser focus on this issue ensures our targeting and resources stay razor-sharp and highly effective. The data consistently backs this strategy up:

High Priority: The vast majority of women state that reproductive rights are extremely important to how they vote.

The Gender Gap: There is a distinct, deep gender gap in support of abortion access.

Proven Momentum: Pro-choice battlegrounds have seen a massive surge in voter mobilization and engagement following Dobbs.

Civitech is a civil-technology organization behind our data, modeling, and operational infrastructure. The initiative runs on an evidence-based, scientifically validated voter outreach model that enables precise targeting and keeps our operational costs significantly below industry norms.

Traditional broadcast media is easy to skip, and physical door-knocking requires massive infrastructure. We focus on direct, data-driven channels to minimize waste and maximize resource efficiency:

Direct Delivery: Reaching key voters directly to bypass digital noise and ad-blockers.

Proven Efficiency: Utilizing a highly scalable model with a track record of maximizing return on investment and lowering overall costs.

We replace broad voter blasting with data-driven precision. Utilizing advanced predictive modeling, we identify and connect with likely aligned women who are currently unregistered or missing from the voter files.

Through a rigorous analytical process, we focus strictly on three key battlegrounds where targeted voter registration can directly shift election outcomes: Ohio, Alaska, and Georgia.

Our 2026 map is a deliberate, data-driven choice. Beyond the math, these are the frontlines where reproductive rights are squarely on the line—and exceptional women candidates are running to protect them. By expanding the electorate in these states, we empower voters to defend bodily autonomy and put powerhouse women into office to lead the charge.

Our work is strategically split across two separate entities to maximize impact while maintaining regulatory compliance:

Women Choose Initiative (501(c)(4)): Our advocacy arm, which funds targeted political activity and direct electoral campaigns in key battlegrounds

Women Choose (501(c)(3)): Our civic arm, which funds non-partisan voter-access expansion, infrastructure and registration outreach.

Every claim is backed by a randomized controlled trial (RCT) – the gold standard of scientific research. The data provides a clear, casual impact driven by Civitech’s voter registration programming among women, moving far beyond mere correlation.

Launched late in 2024, under tight deadlines and state restrictions, our Nevada and North Carolina pilot turned a lean $15,000 budget into decisive outcomes:

2,500+ women registered
2,202 Democratic-leaning votes generated
$6.87 cost per turnout

Our total turnout easily cleared the margin of victory in critical, razor-thin races, including the Nevada Assembly Majority Leader (won by 257 votes) and the North Carolina State Supreme Court (won by 734 votes).

Effectively all of it; every dollar goes directly into program work.
